Super Saiyan is always a 50x boost. It's the most commonly accepted multiplier in the series. In my opinion, I would say Freeza would be the obvious choice. Evil Buu (Grey Buu) comes to mind although I'm not 100% sure about him. Kid Buu seems somewhat redeemable considering he was reincarnated as Uub.
