I also think it is because of the reincarnation. Chances are after a year that person has already been reincarnated into something else especially if their evil I imagine the process is faster.

Vegeta is a earth bender there are a few instances where he lifted rocks and hurled them toward his opponent, example Frieza and Fat Buu.

I would say weaker considering Piccolo beat #20 without much difficulty. I find it highly unlikely Piccolo could surpass Frieza by just training with Goku and Gohan for a couple years.
