I liked some of the Ocean dub voices, Goku and Piccolo are two that I remember liking. Goku, I think I still prefer Schemmel and though I love Sabat, I recall really enjoying the ocean dub of Piccolo instead.

I think it's subjective. You could try and make an objective observation based on viewer counts and money grossed and all sorts of other variables, but I don't know how accurate that would be in terms of really determining which was truly the more popular overall at a world scale.
