Nothing suggests that in the least. Goku was shown to swat them away like flies before even using any Kaiokens. The only decent finger beam is the Makankosappo.

I'm saying that if they concentrated on improving it it could keep up with the Kamehameha. And I'm saying it wouldn't matter. It's a fundamentally inferior technique (a finger beam). The only reason it was considered the better of the two is because the basic Dodonpa is superior to the basic Kameha...

On top of the whole "he was asleep" thing, the androids weren't a threat to the cosmos. They were a threat to Earth's way of life, but not even all of the planet, let alone all of existence. They were a significantly smaller threat than Freeza ever was.

The Dodonpa is only superior to the basic Kamehameha. Once people learn how to add more ki to the Kamehameha so as to produce stronger blasts, the strength of the Dodonpa is no longer an issue. That's assuming that no improvements are made on the Dodonpa... Which we see there aren't, though. Only C...

SSJ2 also increases hair length, though. We see this when Gohan first uses it and when he shows off the form to Kibito (there's a panel showing hair growth). I'd compare it more as a weaker form of SSJ3 than an overpowered SSJ1.

The Dodonpa is only superior to the basic Kamehameha. Once people learn how to add more ki to the Kamehameha so as to produce stronger blasts, the strength of the Dodonpa is no longer an issue.

Movie-verse biggest plothole: movie 2 is a year after the Saiyan saga. Movie 3 is a year after movie 2. Movie 4 is a year after movie 3. All of these films are prior to Trunks killing Freeza.

I think Toriyama integrated SSJ2 into SSJ. The former is not a thing anymore. He said in one of the more recent interviews that he forgot about SSJ2 and thought that SSJ3 was SSJ2. Now you're just making stuff up. Nowhere is it ever implied that the power's strength is heat based. One's red, an equally strong (or even weaker) form is blue. It's not bad storytelling based on chemistry, it's just art styles.
