I really like his current art style and have always been curious about what Dragon Ball would be like were it to have more closely followed it in either a continuous anime or manga form. Imagine an anime that more closely adhered to those designs with a kind of fluid Tate-esque animation philosophy....

And the motivations, actions and reactions exist only so far as the plot demands them to exist. Goku fights people because the plot needs him to fight them, same as for any other character. That being said, I would certainly agree that there's a lot to be desired from Toei's execution. For the most part, Toyotaro's rendition is a lot closer to what I'd expect these arcs to feel like if they were straight from Toriyama's pen.
