The hair is, in fact, shorter. When Gohan turns into Super Saiyan for the first time he has a massive hair, so Goku decides to cut it, when we see Gohan again, he has that shorter hair that we see in movie 8, then when he get's out of the ROSAT his hair has grown a bit more.
