Animation Process question

I've been wondering for a while, where did the information about the tracing on cels come from? At stage 7 here: http://www.kanzenshuu.com/production/animation-process. Because I would have thought since the 60's or 70's, xeroxing cels would have become the standard method for tracing.

Using photocopy machine would cost much less than to have a tracing department. One Hundred and One Dalmatians from 1961 was the first animated film to really test this lower cost method. Also, looking at Dragon Ball's production cels or even the show itself, the outlines looked quite jagged and not quite as lush as these cel outlines: https://www.youtube.com/watch?v=02dk4fykEKA.

There's also a Sailor Moon production video taken at the same time and studio Dragon Ball Z was also in production, where they're using the xerox method: https://www.youtube.com/watch?v=4MZA-ov99LU.

Am I completely missing something? I know there's the photo of Yōko Ōbori with a cel, but is she really tracing it? It just seems impracticable with everything I've presented above. Curious to know if there's something I'm missing or if I'm onto something.
