For a free to play MMO only available to Korea it lasted surprisingly well. If the game got revived and updated with content from Super and Heroes would it survive?

Obviously it would, DB is massively popular again. However, I doubt that at this point any official company would want to take the effort of recreating DB Online. And I'm not sure they could convince people that it wouldn't be closed down either.

Shame because I enjoyed the game a lot, a more balanced version with tons of new content would be amazing.

I feel with so many assessts being utilized in Heroes and in Xenoverse it would somewhat fall into the same category other MMOs have in recent years

Nope. The game was a really shitty MMO at its core, and without the Dragon Ball skin and name attached it would have failed even faster than it did in Korea.
