That's a second-hand store (or at least the used section of a store).

Unless there's specifically a recall, once you've acquired something you're legally entitled to sell and resell it. (That being said, I'm not a laywer and I don't know the ins-and-outs of Japanese consumer law.)

Here in America, even after Silicon Knights' games were recalled, you could wander into any given store and purchase X-Men: Destiny. Target, for example, didn't have to send them back if they didn't really want to.

But no, those CDs are no longer in print and Columbia isn't actively making/selling new copies of them.
