Uh, sorry dude but that's not true. Casting doesn't take that long to finalize, especially for a company like Ocean which has many connections with talent agencies in Vancouver (not to mention a secondary talent pool in Calgary). I also think you're underestimating the time it takes for them to dub 90+ episodes of an anime. Even the portion of episodes they did for the Westwood dub, with Cartoon Network's demanding schedule, took them somewhere between the years 2000 to 2002 to complete the voice work for (according to some of the actors involved). Post production and mixing would've also taken a big chunk of time to do, and keep in mind both the actors, directors, musicians and other crew were also simultaneously balancing other cartoons and anime around that timeframe. Kai was most likely being worked on in a similar fashion on and off from 2010 to 2013 until the voice work was complete, we know they had the completed product by 2014 because they sent it off to be approved by the CRTC. The bottom line is there's no way they could've managed all that work in one year, they had to have started much earlier.

Also, aside from Kirby Morrow confirming in 2010 that he was no longer reprising Goku (which would suggest that a replacement had already been cast), Scott McNeil did mention working on Kai while at convention panels as early as 2011 and 2012 so that should put any doubt to rest.

I also just remembered the whole Subzero Ice thing. He supposedly had insider info regarding this dub and was the first to talk about it online with Sean Schemmel. He also confirmed that they were in production since 2010. He did mistakenly think that Kix would air the Ocean dub in 2012 but so did everybody else, that was a major disappointment for many (including myself).

Naturally, it's best to focus on getting the word out there that there is interest in Ocean Kai, but it can't hurt to poke around for info on what exactly is going on.
I'm sure they know there's interest, not only from Dragon Ball DVD & Blu Ray sales but Drummond himself even mentioned being asked about Kai constantly. This prompted him to ask the producers when it was coming out but supposedly got no new info from them. They told him the same thing they told Lee Tockar, which was that he's only allowed to reveal who he's playing and that's it.

And yeah, you can ask them but all I'm saying is that both Lee Tockar and Brian Drummond both seem to have said all there is to say already so you probably won't get much else out of them. The fact that they're only actors in the production also limits what they could realistically know which is another reason to doubt Kirbopher's sources. I will say though, if they do remember who any of the other cast members are (which, due to the isolated nature of dubbing, they probably don't..) then that would be cool I suppose.

Was the hate for Kai largely unjustified?

Has anyone created a Facebook page in support of Ocean Kai airing yet?

Just seems like something that might be just enough of a push to get any TV network that's on the fence to take the plunge. After all, Kai hasn't aired in Canada yet.

Yeah, but that's a general DBZ Ocean page, and no one wants to sign the petition.

I think this would work out much better if there was a dedicated DBZ Kai: Ocean Dub FB page; a lot of people don't like signing petitions, but liking a Facebook page takes no effort, so more people are likely to go along with it.
I'd suggest something like "Get Ocean's Dragon Ball: Kai Dub On The Air!" as a title for this hypothetical page.
