Yes. Sabat re-recorded all of his dialogue for Vegeta until episode...bah, can't remember what number, but it's the one where he lands back on Earth near Bulma's house to report that he couldn't find Goku in space after all.
A "rather haggard" translation of a line from Future Gohan in DBZ, provided to FUNimation by Toei:

This is true, but the voice is NOT the same one he uses for Kai. In Kai, the gruff is even more toned down, the subtlety is improved, and the arrogance is more present.

Well, that's true, but I would say that that's probably more of a change in the acting than in the voice.

I think he went up until the Garlic Jr. saga.

Nope, TheBlackPaladin is right. He's redubbed until he gets back after the Garlic Jr. arc is over.

Favorite Returning Voice Talent

1. Christopher Sabat: He's a great actor who improved by strides! His Vegeta in particular in great!

2. Sean Schemmel: He doesn't just play Goku anymore, he is Goku. After listening to "I AM THE SUPER SAIYAN, SON GOKU!", there should be no doubt.

Favorite New Voice Talent

1. Christopher Ayres: He's not Linda Young, but he still makes the character into his own. He would be my #1 Frieza if Linda Young never voiced him.

2. J Michael Tatum: As the OP said, he's very overlooked. His Zarbon dropped the exaggerations from before and nails the character perfectly.

Least Favorite Voice Talent

1. Sean Schemmel: His King Kai is absolutely dreadful. It's one of the worst voices in the dub, if not the worst. It has no character aside from "blithering idiot", and I can't buy that he's a martial arts master. It's not even funny, it's just obnoxious. Don Brown was so much better.

2. Colleen Clinkenbeard: Does good work in other anime, but not so much here. Her Android 18 has little to no character, and Goku is neither age-appropriate, distinctive or particularly well-acted. Kid Gohan's screams speak for themselves.

EXTRA!

Favorite Dragon Soul Rendition: Vic Mignogna
Least Favorite Dragon Soul Rendition: Justin Cook
Favorite Ending Song: Yeah! Break! Care! Break!
Favorite Insert Song: Ginyu Force Rules

haven't watched too much of Kai but here goes:

Favorite Returning Voice Talent

1.Damian Clarke: Cell: was always great
2.Jeremy Inman: 16: used to be more monotone
3.Sonny Strait: Krillin: at first he was really annoying but now he's actually good

Favorite New Voice Talent

1.Chris Ayres: Not my favorite Freeza but still good
2.Monica Rial: She's not terrible although she sounds too "youtube drama whore" for my liking especially later on...

Least Favorite Voice Talent
1.Eric Vale: His Trunks is so annoying now with the gravel he put in his voice.
2.Justin Cook: He can't act.
3.Cynthia Cranz: Her Chichi is terribly portrayed.

99 Dub ‘Talent’ you didn’t miss in the slightest: Linda Young.

Favorite returning voices
Chris Sabat as Piccolo. I used to hate this voice but now I love it.
Sonny Strait as Krllin. This is one I have always like this voice and I still like it
Chris Sabat as Vegtea. After removing the gruff in his voice it's now my second favorite vegtea voice.

Favorite new voices
Chris Ayers as Freeza. All I can say not only is his voice amazing but so is his script
Colleen Clinkenbeard as gohan. Besides her screams she is great as gohan.

Dub voices you didn't miss. "ALL OF THEM" jk. Linda Young.

Voices I miss from the Japanese version
Hirotaka Suzuoki as Tenshinhan. While Hikaru Midorikawa is not bad in fact he is quite good (and his #16 is great) but I just miss this voice so much.
note: I have yet to watch all of kai so thats why this list is so short.

Favorite Returning Voices

Chris Sabat as Vegeta : Chris had a good evolution when it's about his role as Vegeta, I like how he improved for Kai :D .

Dameon Clarke as Cell : It was amazing to hear him again as Cell, he never disappoint us :)

Favourite New Voices

Doc Morgan as Narrator : His voice reminds me a bit to Yanami, he sounds excellent. :)

Monica Rial as Bulma : Even though Tiffany Vollmer will be always Bulma for me, Monica really nailed it with her performance. :D

Chris Ayres as Freeza : Everyone's favorite, his portrayal of Freeza is faithful to the original version, his sophisticated and androgynus speech is proof of it :)

It's been a while since I've seen Kai, but I remember still hating Schemmel's Kaio. It's literally one of the worst voices in that dub.

I mean, you're pretty open about looking at cartoon porn. Why would you do that? It's fiction. The proportions of these women are not possible to reach in reality.

I miss Tiffany as Bulma and was never a huge fan of Rial's rendition just because I feel like I hear her in every Funi anime I encounter. Didn't like Colleen voicing briefly voicing Kid Goku's screams in Cell Saga flashback. Love almost everything else about the Kai dub
