I do imagine though the general decline of ratings is because the show is now 2 years old. When Super first started it was a shock because it was the first all new Dragonball show in 18 years. People watched it out of the initial freshness and hype, even if the whole first two arcs were just shitty movie re-tellings.
Now that we're 2 years in, even if it's all new material, the initial shock of a new Dragonball series has worn off. So less people watch it regularly, even if the big fans continually watch. A lot also forget majority of ratings come from kids. Kids are very fickle, sometimes they love shows sometimes they move on. I know when I was a kid I was never able to catch every episode of my favorite cartoons when they were new.

Well it might not be that, One Piece has also gone down a lot too. I'm looking at some old ratings now and I see some of these ratings for One Piece.
Jul 2015 - 8.1%
Sep 2015 - 9.2%
Nov 2015 - 7.9%
Feb 2016 - 9.6%
April 2016 - 9.0%
Then cue to today and it's usually in the 6% range most of the time now. With a 6.2% this week it ain't far off from going into the 5% range. One Piece now seems to get the ratings Super got before.

The weirdest part of it all is if the current ratings trend keeps up, the Universal Survival arc will turn out to be the lowest rated arc in Super's history to date.

Future Trunks - 6.28%

Sazae-san used to get ratings in the 15% range but it's been as low as 9. It looks like overall viewership is down across most programs. I'm curious why that is. Might be because the Japanese audience is shifting over to streaming and such or just lost interest. So Super was the 4th most watched anime in all of Japan that week, and One Piece is the only show that does better than it not counting those family shows airing for decades.
And people keep trying to say Super is doing poorly.

Kale brings all the viewers to the yard. But really, Kale and Caulifla are proving to be hugely popular and they're even getting their own banner on Dokkan Battle with some pretty OP cards. I think they'll be sticking around for a while.
