The acting quality isn't much different, but the script's been played around with a lot. Nothing deal-breaking personally, but it's more than obvious when they sneak in a silly little reference or joke that wasn't there in the Japanese version.

Realistically, setting diversity quotas in any field isn't really the smartest thing for any company, since you might not be able to fill the quota, or would deny more qualified people of jobs, but FUNi hasn't set one. They've just hired a BUNCH of new actors. FUNi has, in recent years, just hired a lot of new actors in general. I mean, with the amount of characters in One Piece, they've kinda needed to. Here, they just needed to hire a bunch of actors at once rather than gradually over the course of 10 years. Huber is always great as 17. Really glad he's getting the chance to come back.
I think we got a dub-induced plot hole in this episode. Goku acts surprised to learn that Uub is Buu reincarnated even though he told Vegeta about it right before the U6 tournament. In the subbed version of this episode Goku does remember that.

Wow. You know what? I’m Glad they have a diversity quota. To be honest, the way they portrayed Killa in the original Funimation dub was absolutely wrong. Instead of making him speak like a normal black person, they made him sound completely illiterate and couldn’t understand a single thing he said. But guys like Mr. Tennek obviously don’t see anything wrong with that. There’s a reason why there’s Affirmative Action. If it was up to individuals to make choices, MOST (obviously not all) people would feel comfortable hiring their own.
