I really wish they would put Hunter x Hunter at 11 but that will never happen. Such a small following for such a great anime. It would pair well with Super IMO.

Think of it this way, if they were to air a marathon of new DBS episodes for the entire evening, they'd be airing a brand new episode at 3am when barely anybody is watching. That would be a tremendous waste.

No. The closest to that when they showed two Epsoides in a row of Jo Jo.

They did a marathon of the Frieza fight at the end of 2015, but it was all episodes that Toonami had already recently aired.
