Ability to spy on other universes. Whats your theory and do you like it?
For me I dont think they have some kind of unique spy powers, rather they have a good spy network. It was established in the RoF arc that GoD and their angels can slip into other universes and movie around without detection. If Vados and Champa can do it, then so can Quitela and Cognac. With his power and influence, Quitela would not find it hard to build an effective spy network in U7 and possibly others.
