RoF Saga MSSJ Rusty Gohan Stronger Than Mystic Gohan Buu Saga?

Okay so I've been rewatching Dragon Ball Super lately and this has been bothering me. In the Rof Saga, Gohan states that Tagoma's full power is at Gohan's prime state, which is in the buu saga. But then, we see him turn Super Saiyan and demolish Tagoma. So Rusty MSSJ Gohan>Mystic Gohan Buu Saga?

Gohan acknowledged he wasn't at his personal best during that sequence. It's a stretch to rigidly interpret he's performing at or better than his Boo arc shape - especially when he can barely hold Super Saiyan together. Maybe you can reformat that comparison to where he knows he should be at, ie a place where he isn't having a heart attack trying to use Super Saiyan for 3 minutes.

There is no reason to head canon any of this, as Super has done away with any sort of relevant power scaling it cohesive narrative.

Herms made a tweet about this recently. I can't link it because I'm using my 3DS browser, but he says that the term Gohan uses when comparing Tagoma to himself usually means one's top form on a particular day rather than their long-term best.

Based on that, Tagoma's probably about as strong RoF Gohan before he got hurt, which would leave him stronger than the rest of the Z-fighters but still able to be dropped by Gotenks and Super Saiyan Gohan.

He doesn't turn into Mystic/Ultimate form.
Because he is weak in RoF arc.
