Coola returns from the outskirts of the Seventh Universe after having been banished years ago for trying to install democratic socialism in his family's empire. Gokuu and Vegeta don't know this, though, so Freeza tricks them into trying to kill Coola, who he paints as an even more vicious and cruel ruler than him. Coola, who has spent decades studying spiritualism and ki control now wields power even greater than Gokuu and Vegeta's! Before they can learn the truth about Coola the Saiyans are saved from brutal beatings by Freeza, who shoots Coola in the back, killing him after he realizes what Freeza has manipulated them all into doing. Gokuu and Vegeta never realize that Coola was actually a good person.

First bring Goku Black (or Fu, or Towa or probably Whis or a new character) that can open portals that lead to another dimension and pull Cooler out of it. There's actually no need to "reboot" a character and go on to say "hurr look at my take on a movie character, haha, now he has my own spin, enjoy it! hahah" (I mean, you can reboot if you want it but also use another concept, so that you know... Just do not introduce him. Or other movie villains. Broly is an exception as he is too popular and it makes sense to introduce the real thing after Kale, but it would be stupid if Cooler appears and is stronger than Broly.
If they really want to reuse those villains, bring them back only as part of Uub’s and the next generation’s training, if we ever get there.

I think the boat sailed on introducing Cooler into the plot during Super's run after the events of the Resurrection F ended.

I think Freeza should have betrayed his brother in jeaously as he states in his movies over and over how Freeza was a spoiled brat. Lets say King Cold always favored Freeza (as most do the youngest) but decided on Coola as the heir to his throne which shocked and angered Freeza. We all know Freeza isn’t above killing his own family. Anyways, I’d have Freeza trick him or hire goons to entrap Coola in a prison or kill him. If cooler was stronger at the time, abandoned imprisonment seems more likely. He then reports to his father Coola was killed somehow which he believes and therefore he is again the hier to the throne. After the Broly movie, Freeza continues building his army while he again makes contact with his very old still surviving grandfather, (father of Cold) who went into hiding after the fall of Colds empire. He learns the truth of Coolas’ imprisonment, releases him to destroy Freeza because he also has not killed the Saiyan’s that destroyed the empire and may have even befriended them. Of course, Coola wouldn’t have a problem taking revenge on Freeza or the Saiyans that destroyed his heiratage. The grandfather may have wanted Coola to rule rather than kill mercisly as you can’t rule whats dead. Also, this would be a good spin off for the grand father to wish for his youth which may make him far stronger than Freeza or Goku and company.
Of course Goku and Vegeta would owe Freeza a father for helping with Broly. The only thing scarier than the Super Saiyan God is probably the release of his ticked off brother who has been imprissoned the past 40 years or so.

So Cooler has been confirmed for FighterZ
Besides Android 21 (who's made for game-purposes), he's the only, dare I say it, non-canon character there as of yet. There's old Broly too, but Broly is Broly and he just got Toriyama's stamp of approval.
Do they know more than us? Perhaps we'll be getting a hint at Cooler in a post-credits scene of M20.

I believe that if Cooler was ever to be canonized he was supposed to be introduced in Z, just during the 3 years training for the Androids, let's say it took him 8 months after Frieza and Cold's deaths to reach the Earth with an army of 250 soldiers alongside his 3 top generals: The Armored Squadron. The original movie Z-Fighters and supporters gathered for a picnic, but as the invasion of Cooler's army takes place Piccolo, Yamcha, Tien and Chiaotzu stop their business and rush to the battlefield to help Goku and co. to face this threat.
Coola has no place in Dragon Ball Super, and I can only wish they won't make the Post-Broly-Movie franchise/series into a re-introducing/rehashing old movie characters and trying to force them into the current timeline, Anilaza and some of the Tournament of Power characters felt like that and it was boring to annoying at times.
NO NEED FOR A META-COOLER THOUGH! I rather Cooler as less a Frieza rip-off as possible.

Remember when people were saying what a bad idea bringing Frieza back for the ToP was?
Remember how wrong they turned out to be?
Just because some of us can't think of a good way to bring Cooler in the canon timeline doesn't mean it cannot be done. I personally think the possibilities are endless, and could work really well, if done right.
And besides, people want Cooler. Check out the reaction of the crowd when he was announced at EVO for FighterZ - they went wild. He's popular and well liked. His inclusion won't be met with negativity in Super.
