Honorable mention: Vegetto vs Merged Zamasu (Anime), Goku and Future Trunks vs Black and Zamasu (Anime), Vegeta vs Goku Black rematch and Vegeta & Roshi vs Frost & Magetta.

Dishonorable Mention: Goku vs Frieza (RoF), Goku vs Botamo (Anime), Piccolo vs Frost and Vegeta vs Toppo (episode 126).

It's really hard to narrow down my 5 best because so many of them could fill the #4 and 5 spots but I'd say Goku vs Kefla, Goku vs Jiren and Vegeta vs Black are my top 3.

1. Goku vs. Jiren Round 1 - Beautifully animated and it is the fight that stands out the most for me. Heck I think it stands out even more then the final fight with Jiren.

2. Vegetto vs. Zamasu - This was a fight, even though the fusion was ultimatly pointless, it was a still great.

3. Goku vs. Hit - Both fighters pushing themselves and Goku revealing Kai-o-Ken was really pleasing.

4. Vegeta and Roshi vs. Frost and Magetta - This was a team up I never would have thought would happen. It was fun and they did a great job helping each other.

5. Goku vs. Black and Zamasu - The rage Goku has when they tell him how Black killed Chichi and Goten and the beat down he gives them. Sure he gets his butt handed to him, but it was pretty cool.

I am not sure if the List goes by Your Personal Favorites or what is considered Technically by reaction overall to be the Best.

Though I prefer the manga for non-action related reasons, there's no denying there are a bunch of fun fights scattered throughout the anime:

1) Goku vs. Caulifla/Kale/Kafla - This entire run is my favorite fight in Super, matching well-characterized motivations between Goku and the two girls with increasingly absurd spectacle until it culminates in what might be the series' single greatest action beat. Kafla is herself super fun, and it's interesting to see a Saiyan at this point so open about, and in love with, having one the genetic lottery when it comes to fighting.

2) Freeza, Goku and 17 vs. Jiren - Big, satisfying pay-off.

3) Vegetto vs. Zamasu (anime) - Shida cut with the scoring (that Sumitomo Boo Kai track) really makes this. Can't say it isn't memorable.

4) Goku (UI) vs. Jiren (manga) - I actually like this one more the more I think about it, and it has enough beats it'll probably stick in my mind between reads. Gets in and gets out, but acquits itself very well in terms of communicating Goku's technique and the perspectives of its two characters--very fun (almost) climax.

5) Uh ... Goku vs. Hit in the manga, because I like the way Hit's gimmicks are presented and it's fun if unspectacular on its own? Goku and Freeza vs. the Universe 9 assassins?

The fight in 130 and 131 were easily the best from Super I would say just generally.
110 being a definite close follow up, and episodes like 116, 95 and 38 also being worthy editions to that.
For the manga, my favourite would still be the final fight between cssb Goku vs Zamasu. Didn’t really feel too strongly about many of the other fights the manga handled, namely because I felt the anime generally handled that sort of thing far better...

I tend to gravitate towards fights that supplement spectacle with well-developed story themes and/or fun characterization, placing more importance on the substantial bits. In that regard, both mediums of Super had some good stuff to offer.

1. Goku, Freeza, and 17 vs. Jiren (anime)
2. Goku vs. Fused Zamasu (manga)
3. Goku vs. Beerus (movie)
4. Zen Exhibition Match (manga)
5. Goku and Hit vs. Dyspo and Kunshi (anime)

Definitely counting the 2013/2015 films in these lists for obvious reasons, even if they're technically under the Z brand. I've got quite a few honorable mentions too, but this should suffice for the topic.

Dragon Ball Z was originally called Dragon Ball in the manga. I've only read the manga, so I guess I don't know anything about DBZ.

UI Goku vs Jiren is the best this franchise has to offer IMO.(Even in the manga it ended up being really good especially since it went an interesting route with Jiren's character.) The only ones that even come remotely close are both Picccolo's vs Goku and Goku vs Cell. The original manga iterations of the fight for the two Piccolo fights and the anime version of the fight in Goku vs Cell.
