Now that I think about it, the same stuff is in Kai which Super is a continuation of, so could that explain Rageta >>> All?

I don't know if Kai keeps all the stuff about Kid Boo being the defacto strongest but given the fact Super acknowledges filler exclusive to Z, I think you can use this connection to explain Rageta being stronger than Gohan or Gotenks without making it absurdly big as a boost.

I want someone to make a doujin where Vegeta has his Rageta moment, then it cuts back to Vegeta staring at Beerus and thinking, "It sure would be cool if I did something like that."

I'm still waiting for a doujinshi after GT where Goku stays dead and everyone has to manage without him, actually capitalize on Vegeta being the main guy in-charge now.

Up until the Boo stuff, I think you've got a pretty good conservative list but there are more issues the farther in you go. Firstly, Fat Boo should be x2 of Gohan's SS2 power since roughly twice that amount is enough to revive him.

Super Boo is WAY higher than Goku at SS3 and by extension so are Gotenks and Gohan, Goku is scared shitless at the prospect of fighting Super Boo without fusion, any fusion while he's fairly confident he can beat Kid Boo by himself. Making Goku 6 billion at SS3 to Super Boo's 5.5 and Kid's 5.6 doesn't work. Unless you're going for an anime power level list.

Vegetto should also be a bit more powerful than Boohan. He clearly can't win in Base in the manga since he uses SS immediately but I think making Boohan worth 70% of his power is too high, putting him at 40-50% feels more appropriate to how their fight goes down.

I like the idea of Goku and Vegeta getting a little stronger after the fusion, but it would be nothing massive. I don't remember the anime ever stating such a thing though, but it fits with Whis' training.

By the way, I want my list to be based on the manga rather than the anime, or else base Vegetto would be absurdly strong.

The problem with boosting Super Boo's power is that it has no explanation and it's contradicts his apparent absorption technique. Which is pure addition with the exception of the Grand Supreme Kai. Therefore how in the hell did Super Boo got so stupidly strong just by absorbing Mr.Boo, who's a SSJ2 tier fighter.

I usually reduce the fusions SSJ multipliers a great deal. It's not necessary contradicted and I can speculate that the Base got a good deal of the power unlocked by SSJ.

I'm interested in everyone's thoughts.

I think you can use the SS idea of boosting Base up for the anime as a setup for GT but there's nothing in the manga that implies this. Plus when you bring down the multipliers, you inevitably hit the problem of "Why doesn't Goku or Vegetto use KK instead of SS?". I know Goku isn't a fusion but that's my general stance on the shrinking multiplier idea.

Plus when you bring down the multipliers, you inevitably hit the problem of "Why doesn't Goku or Vegetto use KK instead of SS?". That's why I said Boo + Kaioshin functions like a fusion. It doesn't work like addition, otherwise Boo would've gotten stronger by absorbing the Grand Kaioshin, not weaker. Mixing Pure Boo's raw unfiltered power and South Kaioshin's muscular physique which is suited for fighting creates a being many times stronger than either of them, whereas adding Grand Kaioshin's chubby body and pure, kind heart, which is in direct conflict with Boo's chaotic evil nature, severely limits that amazing strength. Then, when Fat Boo is divided into good and evil halves, and evil takes control, Grand Kaioshin's influence is lessened considerably, and Boo now has a greater level of access to that strength that merging with South Kaioshin created.

  (Strongest character in the original manga.)

So the Boo system would work like this?

Pure + South Kaioshin = Buff Boo

Pure + South + Dai Kaioshin = Fat Boo

Grey + Fat = Super Boo

I think that it's easier the way below. To take is to divide, and to add is to multiply, both with a scale doing the opposite.

Kid Boo (400) * South Kaioshin (200) / Scale (100) = Buff Boo (800)
Buff Boo (800) * Dai Kaioshin (20) / Scale (100) = Majin Boo (160)

(Majin Boo (160) / Evil (125)) * Scale (100) = Good Boo (128)
Kid Boo (400) * Evil (125) / Scale (100) = Evil Boo (500)

Good Boo (128) * Evil Boo (500) / Scale (100) = Super Boo (640)
(Super Boo (640) / Majin Boo (160)) * Scale (100) = Kid Boo (400)
