That's doesn't work at all, since Basil took on an improved Fat Buu (who without training required SSJ3 to beat in Z), and was later shown getting smacked around by base Goku in the ToP.

Not really. Even with the drug Basil is weaker than Buu, and in the tournament SS Goku was enough to beat him.

But Buu is considerably stronger than he was in Z (as stated by Goku). An the fact that base Goku could handle both of them says a lot about how strong his base is in DBS.

Well, if I remember correctly he said this about Slim Buu. Also, even Gohan could handle Lavender in his base form.
