It's basically poking fun at the fact that absurdly powerful characters have to restatin their strength in fighting much weaker opponents. Dragon Ball as a whole is very guilty for this, but Super in particular has some questionable instances of this that some fans will never let the show live it down for. Episodes 84 and 100 come to mind.

Maybe they use the same absoption logic with Cell that was used for Buu. That is, someone who is absorbed whole is shrunk to a tiny size.
