To be honest, they are both good artists in their own right.
I do think LEE is closer to Toriyama's style than Toyotaro.
Toyotaro looks like Toriyama's rushed, Buu Arc style art while Lee looks like Toriyama in his glory days. (to the point where it's so on point it's uncanny)
