Toei Animation animator and occasional storyboard artist Shida Naotoshi is no stranger to Dragon Ball. He did in-between animation and key animation for the Last House episodes of Dragon Ball and Dragon Ball Z before eventually joining Toei Animation and working on the in-house Toei Animation episodes. Recently, Shida Naotoshi provided the key animation for Son Gokuu versus Beers in Dragon Ball Z: Kami to Kami and then provided key animation and the storyboard for One Piece Episode #590, where a shirtless Super Saiyan 3 Son Gokuu appeared for the first time.

It would appear Shida is tossing out some old pieces of genga. One of which being a key animation drawing he drew of Super Saiyan 3 Son Gokuu (sans shirt) gathering the ki for a Kamehame-Ha.

Much to his astonishment, it seems a script for the ninth Dragon Ball Z film was also found.

One Piece Episode #590 (06 April 2013). Near as I can tell this is the first time Gokuu has ever been a Super Saiyan 3 without a shirt in animation.
