True, assuming "she" really is a Makaioshin (since we don't have solid confirmation). I mean, I know they could beat an enemy like that in the blink of an eye, but a full invasion on the thousands will be troublesome. They can't be everywhere at the same time. And without a Ki, Goku can't teleport to them directly.
