In the Cell saga they're said to be "teenagers" yet they look like adults. So I assume they were always around 17-18 years old when we first saw them? They definitely don't look like younger teens around the 14-15 year old range. Plus with Krillin eventually falling for 18 it would be creepy if there was a huge age gap between the two.
But then there is the 7 year timeskip to the Boo arc, and then the time gap to where we are now in Super? So are they both like...in their late 20's now? Or early 30's?

Gero's cyborg/android enchancements are internal right? Like infinite engine (said by 17 to Piccolo) or detonator implantation (said by 18 to Semi Perfect Cell)
I think their neurological, endocrine & cardiovascular systems are still pretty much intact as humans
Hence, I believe how 18 was able to fall for Krillin & conceive Maron.
Aging is a biological process.
17 & 18 when 1st introduced in DBZ could be like what? 17-18 years old I guess.

Weren't they described as being teenage punks/delinquents before Dr. Gero abducted them?
I figure they were probably somewhere in the upper teens (like in the 16 to 19 range) when Gero originally kidnapped them to convert them into cyborgs. Their current age would depend on exactly how long Gero spent tinkering with them before they were unleashed upon the world. Since they were the last two he started on before making #19 and converting himself into #20, it's pretty likely that it happened sometime during the three years that Goku and friends spent training to prepare for the Androids.
I guess I'd say they were between 17 and 22 years old when the Z-Fighters first encountered them, depending on how early during the 3-year gap they were kidnapped and exactly how old they were when Dr. Gero grabbed them.
