These are case-by-case individual contracts between companies, not universal laws. We don't know whether Disney has the rights or not, but it's very much possible. I don't think anyone mentioned it yet, but if DB Minus isn't part of the movie, I could see Toei animating it as a short TV special to hype up the movie.
I also hope there will be a worldwide release in December. They could make so much money by airing it in the same day it airs in Japan, and with proper marketing this could be the highest grossing Dragon Ball movie ever.

That's why I said proper worldwide release. I'm not counting on it that much either BUT, if Disney has the rights and they decide they want to go all in on the movie's release then they would have absolutely ZERO issues launching DB everywhere with big marketing and all. And really, there is a market for it. DB is or was hugely popular in most of America, Europe and Asia. It's on Toei (and Fox) for not taking full advantage of it, taking weeks/months to push BOG and ROF in other countries, doing limited releases etc. And yet, the numbers were still 50m/60m for each respectively. FUNimation has been 95% owned by Sony. So expect the film to be released under the Columbia Pictures and Walt Disney/Fox banners anytime son.

You are absolutely right. If they still stick to the "release first in Japan and then rest of the world after some months" mentality, they will be damaging themselves. With proper marketing and worldwide release, they could make so much more money. It is Toei though if a brand new DB series wasn't legalised outside of Japan for 1.5 years who knows what they're plan for international licenses for the movie are. Ideally I'd take a ResF Japan have it December and international start to get it from Spring onwards, a couple months after. ResF movie they had the premiere in America, talking about how they recognized the international audience blah blah but then waited 1.5 years to legalise DBS... This company man.
