He'd never blow anything off if there was a chance of there being a fight. He would train in preparation of the fight.

The first half is correct. That is his goal and he is proactive in training more and more. The second half is wrong, he does not seek out stronger fighters. The news of these people reaches Goku with no effort on his part. The closest he gets is his participation in the 21st, 22nd, and 23rd TBs.

He does seek out new masters. He stays on the other side because he wants to fight stronger opponents.
