Additionally, Z's average was 20.5%, while Dragon Ball's was 21.2%.

If we go down to the arc level, the Pilaf arc's highest-rated episode was episode 4, with 27.9%, which is greater than Z's highest ever. Its average was also 25%, greater than either series' average overall. Also worth noting is that its lowest-rated episode, episode 9, was rated 20.6%, which is more than Z's average.

GT had a massive dip for episodes 20 and 21, but otherwise maintained that same 12-17%-ish range until episode 41 and the TV special, where it basically fell down to very consistently maintaining 11-13% until the last three pulled in 15.6%, 16.1%, and 18.9% respectively, showing that once again, tons of people jumped back on board to see the end.

What does all this say? Well, that depends on your point of view. The way I see it, what Geekdom said about GT's low ratings in Japan in his video about GT is probably pretty spot-on, and if we combine that with what we observe about DB and Z in this ratings overview, I think it's pretty clear the popularity of Dragon Ball was initially pretty big(With a massive spike in the first few episodes), then it levelled out, and slowly went up and down a bit throughout the Piccolo to Saiyaman run, before ultimately falling rather consistently throughout the Boo arc until its very last couple of episodes, when people tuned into the end. Ignoring this jump, aswell as the large amount of people who tuned into the first few episodes of GT, the ratings stayed around the same level, but continued to slowly fall, until the end, where -- once again -- we have another jump centred on an ending.

So, I think the big thing this all makes clear is that the Dragon Ball franchise as a whole was a juggernaut until the Boo arc, where it peetered out, probably from franchise fatigue more than anything else, given how popular the Kanzenban and Dragon Boxes were 6 years after GT ended.

I can't find any solid numbers on that. Geekdom specifically said in his video that the Z portion of the manga reached its height of popularity in the Freeza arc, which leads me to believe the pre-Z portion may have reached an even greater height at one point.

Perhaps someone else reading this has the manga sales statistics to hand?

[...] It was also determined that since Dragon Ball Z had taken its hard-edged story developments to their limit, it would be difficult for this original series to do “here comes an even stronger enemy”-type battle stories. There was also a thought that we should return to the initial Dragon Ball TV series. And so it ended up being an adventure story were they travel through outer space.

Since GT was 10 years on from the start of Dragon Ball, I don't think the thought to return to the adventure style of the first couple of arcs came out of a "This part had high ratings" point of view, I think this just came around organically in the story discussions, which is the read I get from Kōzō Morishita in this interview.

That's an interesting analysis Robo4900. With the Buu arc being the place where things started to fall, I wonder how things would've turned out with GT had they waited a few years before starting it to give people a break. We know from the small GT guidebook that released after the 40th episode about their plans for the rest of GT which may point to them deciding to end it regardless of the results Goku reaching Ssj4 and going back into his adult form would've done for the ratings and merchandise. They said in that interview they decided to move on from the lighthearted adventures they started with as they didn't think people would stay interested in them. I think things may have been different had they been 10 episodes less (cut out what was between Lodgic and Rildo). Then again, with the falling ratings starting from Buu and them seemingly giving up on GT rather fast, maybe the plan was never for GT to be the next big show but rather more of a last hurrah for the franchise than anything else, something to give it more closure than the manga did. DB was the biggest thing in Japan at the time so you'd think they'd try harder to keep it alive with more episodes which leads me to believe that it was planned as a short anime from the start.
Also, It's interesting how DB on its 8th year (give or take) started to lose viewers while One Piece (Another Toei show) has been going on for nearly 20 years with no signs of any fatigue. I guess one way to look at it is that up till the end of Cell everything was very tightly connected while the Buu arc kind of came out of nowhere so maybe viewers thought Cell was the best DB had to offer at the time. There's also Gohan being the "main" character at the time which may have turned off viewers who thought Goku's story was over.

Yeah, it's difficult to gauge. In terms of people who voted it the best, Freeza may be the winner, but that only tells us that the Freeza arc compared better to its contemporaries than the other arcs did. So, it could really mean anything.

You could try looking at merch sales, but that doesn't really tell you about the actual quality of the manga at the time, since really great merch may have come out during the Freeza arc, which the earlier arcs didn't have.

You could try looking at the Tankobon sales, but that's a bit of a crapshoot.

The Jump magazine sales are totally useless.

Figuring out the popularity of the manga with any accuracy looks to be really difficult, if not impossible.

What should have taken in count is that the overall audience of the animes on the 80s where higher than it was in the 90s, there is big fall in the audience especially after 1995, not only in Dragon Ball, but all other animes at this were losing audience. If you look at the position held by DB and DBZ, the latter has the advantage.

If you're right, then Z wins in terms of popularity among anime, but DB is still the more popular show. Deciding on fairly arbitrary boundaries on statistics like this is a slippery slope to fall down, and inevitably means you can basically take any data, and use it to say anything you want, no matter what the truth of the matter is. Though, even using this lens, your idea is rather flimsy...

Thing is, the average ratings for the Namek/Freeza, Garlic Jr., Artificial Humans, Cell, Afterlife Tournament, and Great Saiyaman arcs(Which, collectively, ran from 1990-1994) were all significantly higher than any arcs since Solo Training(Ran in 1987, only about a year into the show's run). If you want to go all-in on 1995 heralding a massive fall-off of ratings, that does track with the Boo arc's biggest slump, and provides a rather fascinating explanation for why the ratings slumped so heavily around that time, and it also calls into question GT's status, given that its ratings were about the same as the mid-late Boo arc, but really, what you're saying here only applies to GT and the Boo arc, so it fails in regards to saying whether Z or DB were more popular.
