In Super Hell is depicted is much differently than in the filler and GT instead of free roaming like what Frieza and Cell we instead see Frieza in a cocoon on a tree forced to listen to parades as his ironic hell.
Now with Cell we haven't seen Cell at all in Hell does that mean he either got reincarnated or had no soul at all? I know it's because Toriyama had some difficulty drawing Cell and probably didn't include him to not relive that memory again.
