If you thought that screen shot was weird, check out what I found in my episode 215 recap in my Dragonball Z remastered season 7 set...
What's wrong with it, you decide x3

You're right that "M" on his forehead looks WAY too askew.

@PrinceVegeta:
Was that an actual screenshot?
Why would they mix together yamu/spopovich with Killa?

I have Comcast Cable OnDemand and GTO is part of the "Anime Selects" section
here's a brief example:
http://www.youtube.com/watch?v=tagoUz2Yvgo
if you watch from 2:38 to 3:36, you'll see that the parts with Murai are redone

At 3:31 is switches back to traditional cel animation. Notice how Murai's color palate changes and it looks "dated" during all the parts except between ~2:40 to ~3:31. You can tell that Murai and his friends are digital animation when they show a close-up.

Are we sure that's not just shadows?
Not that I'd be surprised if it is a mistake, considering the GIANT HAIR OF DOOM™ and the Mysteriously Vanishing Halo™ scenes.
EDIT
For reference.
GIANT HAIR OF DOOM™
Halo
No Halo

Well, he also has the same bandages Killer has on his hands.
Kanzenshuu: the best we could manage
Makai Satellite 666: apparently still there
"Uh-oh," he thought. "This watering hole is reserved for skeletons."
