That's true of 世界/sekai, but 地球/chikyuu is specifically "the Earth".
On this page, Goku claims the size of the RoSaT is around the size of Earth, not the universe.

Hello, I would like to ask if there ever was any material released regarding if Cell could have created more than just clones of himself through Seru Junia Wo Umidasu?

Since the literal meaning of that is "Bring Cell Juniors into Being" / "Give Birth to Cell Juniors", I kind of doubt it.

(One thing you have to remember about the guidebooks is that, if there's no name given, they use a literal description as the name.)

First of all, some background:

This is from a 1995 issue of Weekly Shōnen Jump, in the section for animation based on series running in the magazine (then called "Jump Anime J-Wing"). I forget which issue, but I do remember picking it up, so Heath has it if knowing exactly which one is important to you.

The majority of the page is mostly spent comparing nature of the two fusions, such as their costumes and the kind of people who can fuse. But what you're probably interested in (not to stereotype the kind of people who ask questions like this or anything…) is the part at the bottom right, pitting the two of them against each other in a hypothetical battle:

ゴジータVSベジット!!どちらが宇宙最強!?

It's worth noting that, thanks to a doctored scan, this comment is frequently misattributed to Akira Toriyama himself, but as you can see here, it's actually supplied by the Jump editorial staff.

The part circled would translate to "to Saiyan" or "into Saiyan".

The full phrase reads, "Unleashing his enormous power, he [transforms] into a Super Saiyan".

Perhaps you're confusing the hiragana character に (ni) for the numeral 二 (same pronunciation), but in the case of "Super Saiyan 2", the number is always written as an Arabic numeral and always pronounced tsū (which is just a phonetic rendering of the English word "two").

So I'm guessing this scan says nothing of Gohan being a super Saiyan 2?

It should also be noted, that in this scan you have the arrows just point to Gohan of the Bojack movie rather than Gohan of the second Broly movie, so that doesn't say anything about the debate about whether or not Gohan was a SS2 against Broly.
At least the second scan you posted gave the full picture with specific statements about Gohan in the second Broly movie.

can someone translate bulma's text in chapter 427 page 4 when talking about the tournament.

In the trans i read she says "thats right gohan you never train" your father is the same, maybe he can't transform to ssj2"

dialogue seems off.

Where do you find this stuff.
Anyways you don't need a translation, as there's nothing really important there. Bulma just tells Gohan, that "Vegeta always trains just like your father(Goku)" and that he doesn't have a job. She certainly never mentions SS2(it wasn't even named as such until Goku met Fat Buu) and she didn't say Gohan never trained either.

Clearly it talks about Buu's absorptions in DBZ Budokai 2 and how they affect him, but I wonder if it talks about anything interesting.

It's a collection of character line art from different Z movies; thus, the child Gohan material is by Minoru Maeda, while the designs from the later movies are all by Tadayoshi Yamamuro.
