The man actually kind of did, in episode 76 of Super! It looked like a unique power boost and I really hope it becomes something we see regularly. I really dig it.

He would indeed surpass Gohan. I would say he would be at his Buu Saga level, which I put him still just a bit below Perfect Cell (Full Power).

If we talk about Krillin in his prime, which is in the Cell Games, where I put him at 1,200,000. I'd assume Super Human would be the same multiplier as Super Saiyan? Multilpied by 50, he would be at 60,000,000.
He would beat every form of Frieza, be equal to 50% Final Form Frieza, but beaten by 70%-100% Final Form Frieza.

It's a silly assumption that he would get that far training another year in the RoSaT as Gog pointed: "He outright stated that going back in would just be torture by that point, he would not surpass Gohan" and remember Goku reached his level in Boo arc level training 7 years in the Afterlife.

Are you presuming that the Z Senshi would be so dumb to let Cell absorb all the humans he wanted? And Gingertown Cell would probably have a hard time defeating the SSJ trio and the others.
