I must be misremembering. I thought the only reason Satan got saved was because he was standing next to Dende? Since Dende can make Dragonballs to wish everyone back to life his life is genuinely more helpful than even the Z fighters.
I'd still say Bulma since;
1.) He barely interacts with Videl
2.) Bulma is his oldest friend
3.) He spends more time with Bulma than anyone else in Super bar MAYBE Vegeta
4.) Bulma can help create devices to aid him in tracking down Dragonballs to revive Videl.
Videl or 18 would of been a more interesting question. His son's wife or his best friend's wife? He's not interacted that much with either.
