1) Could the original Dragon Balls created by Kami be used to give life to a character from a piece of literature? Or even do the very same to a person you befriended from a dream?

2) An impact if it was unlocked by Goku, Vegeta, Trunks, Goten, and Future Trunks during the years after the Cell Games Saga? Say about two years before the Majin Buu Saga for Goku, Vegeta, Trunks, and Goten, and seven years before the confrontation with Future Babidi and Future Dabura for Future Trunks? Would two whole years for Goku, Vegeta, Trunks, and Goten, and seven years for Future Trunks of training to get used to their Super Saiyan Blue forms, have allowed the heroes to make Super Saiyan Blue look more impressive?

Probably, unless the person was more powerful than the creator of the Dragonballs.

Why are you asking completely unrelated questions in the same thread? And if that happened the Buu saga would be over in minutes.

From a retrospective sense then it would be overpowered. but if Toriyama had used SSB over SS3 then it wouldn't be any more powerful due to the Shonen-style power algorithm of things when they get introduced.

If they can bring back the soul of a dead person, I suppose they could force-reincarnate an already-purified soul into a new person matching the description of a fictional character. The tricky part is whether they'd have to be born and grow up as normal, or if they'd just appear fully-formed out of nowhere. Pulling a soul from the afterlife is a known thing a wish can do, and creating a new body for someone who doesn't currently have one is definitely within Kami's power, so I figure either way should be possible.

As for the dream person, depending on how Dragonball handles dream weirdness, the person you befriended in a dream might already exist somewhere in the universe, in which case the wish would probably just summon that person to you rather than creating a new one. If they didn't already exist, same as the first question.
