This is literally the same scenario as what Goku found himself in during the saiyans arc. He was gone for a year, and left behind a Piccolo who he knew to be pretty evil. When he returned, he found Piccolo dead, Gohan told him that Piccolo died protecting him (Gohan), and Goku just accepted it like it wasn't even surprising.

So let's say this time, he finds Freeza dead before two strong enemies, and Gohan says the exact same thing. Is Goku surprised? Is he in disbelief? Or is he just like "wow I'm sure glad Freeza turned a leaf after all. Let's wish him back."

What a radical concept. Freeza's moral ideology even glancing anything remotely similar to righteous sounds like it would be mixing oil and water together. You have to ask a few trivia questions first before answering like where Cold is in all this, can the others corroborate what Gohan is saying, does Trunks still make an appearance, who these fighters are, and why Freeza chose to travel to Earth if he had become a new person. If for argument's sake we were to conclude that Cold was reformed thanks to the encouragement of his son and they were making their way to Earth in order to thank Goku or something then it's possible Goku might consider reviving them. No one else would have any of it, though. Plus, with these two strong enemies they may not get the chance anyway. If the power disparity wasn't all that much then perhaps Trunks and Goku could work together in order to defeat these two unknown assailants.

Goku would be going against norm in trying to resurrect the Freeza family. I could see Bulma refusing to give him the Dragon Ball radar. If somehow he was able to get his hands on it and then locate the balls, the Freeza family would probably resurrected, much to the discontent of those around Goku. No amount of apologies or pledges to do right from here on out would prompt either Vegeta or Piccolo into forgiving this tyrannical mass murderer who inflicted so much trauma and agony in their lives. Because of the enormous power level disparity, however, they couldn't do much else except seethe with uncontrollable rage and hatred while vowing to one day hunt him and his father down. Goku and Gohan wouldn't be able to change their hearts on this matter. Plus, the former might just look at it as an interesting new rival for the two of them to improve themselves for so they can fight eventually.

As far as we know Piccolo wasn't anywhere near as bad as Freeza nor did he do anything close to as bad as he's done. Gohan also told Piccolo that Goku told him he wasn't bad like his father so Goku already had an idea about Piccolo's character before dying which explains why he wasn't very surprised.

Goku would probably be completely shocked if Freeza did that as there's nothing to show that there's any good in him.
July 9th 2018 will be remembered as the day Broly became canon.
