Yeah, Gero would have given the Brief family some serious competition if he was developing new technologies for the benefit of humanity and commercialism. The Briefs did create things like portable matter carrying devices and time machines, but Gero was able to develop sentient mechanical beings that carry a whole host of potential military and maybe civilian applications as well as an infinite source of energy. Can you imagine the kind of implications that latter discovery would have for the world? How does that even work? Does it use geothermal energy radiating from the ground or something?

Imagine that. 2 weak mortals from a lowly planet has created devices that has changed and disrupted the entire multiverse.

I love this line of thinking. The curious thing IMO is, he seems to be an evil version of Dr Slump, another android maker. Toriyama took an early concept and twisted it to create a formidable mad scientist/villain who created two unstoppable machines.
Obviously his editor ruined that, but that's a new perspective I've never seen.
Personally I think it's especially remarkable he made 16, 17, and 18 considering that his bench mark for power was Goku and Vegeta fighting. Like, what the shit. How do you go from units of power measured into tens of thousands to outputs over several million? That is monsterous!
As far as the Androids, 17 & 18, getting SUper Saiyan Blue strong, I think it has to do with them learning (off screen of course) how to regulate output of infinite energy. They could be the strongest in any universe if they knew how to unleash all their power at once. But at the same time, it's infinite generation which doesn't mean infinite output

Also you forgot the most important thing man,DrGero not only banged 21 when she was a human but impregnated her as well.
Not only was he a brilliant scientist,the dude was a player as well.
