I have a hypothesis that Ki itself can be strong/weak.

Think it like X Ray radiation. GoD's and Jiren and Goku and Vegeta has the strongest Ki's. Akin to the HIGHEST energy X Ray photons. Limited. But Super Strong.

Now Krillin Roshi Piccolo etc have less strong Ki. But again Limited.

17 and 18 has Unlimited ki. But its only at one strength. Like a middle power x ray photon stream. Lower energy. But Unlimited stream of it.

This isn't a fair comparison, you know. Android 17 is what he is now because he got a chance to come back and do something, after Cell saga, Cell doesn't appear anymore (no, Dragon Ball GT doesn't count, as Freeza was also mistreated there, but he also came back and is what he is now because of Movie 15 and Dragon Ball Super).

Can't say Cell isn't/can't be special if he doesn't get a chance to appear again and be treated as fairly as Android 17.

Cell's still the ultimate android, hands down. The only reason 17 is this strong is the fact that he's been training over a decade. Imagine what would happen if Cell did the very same, now remember that this guy has both saiyan's DNA and Freeza's (the one who became really powerful after training four months).

I think FighterZ does more to cement Gero's status as a brilliant scientist than #17's admittedly impressive performance in the ToP.

In FighterZ, Gero:
- has his supercomputer working on Android 21 and implanted her with Boo DNA somehow
- has multiple laboratories around the world
- developed a machine capable of suppressing the Ki of any fighter on Earth; the stronger you are, the more you feel its effect
- developed a linking mechanism capable of transferring a soul onto a foreign body, presumably to control #17 and #18
- created artificial souls

Yeah, if Gero wasn't so preoccupied with MURDER REVENGEANCE! and whatnot, he probably could've easily overtaken Capsule Corporation with his technology.

Looking at what he has achieved with the Androids - creating beings of infinite power that could rival a Super Saiyan - he certainly does.

The curious thing IMO is, he seems to be an evil version of Dr Slump, another android maker. Toriyama took an early concept and twisted it to create a formidable mad scientist/villain who created two unstoppable machines.

I think his most impressive invention (that's completely ignored by the characters and fans) was creating a source of that generates INFINITE energy! In scientific terms this is mindblowing and paradigm breaking.
