Yes, he needed So. You need to be at a specific level of strength to reach a particular level and ascend. You don't jump from Base to Super Saiyan 2 without already achieving Super Saiyan, and the same logic rolls with this case. Trunks's power as a regular Ssj2 has become powerful enough to combat with Future Zamasu who traded blows with SsjB Goku, and was able to push Goku Black Ssj Rose and fight him for a bit (prior improving much), and Trunks got far stronger as a Ssj2 compared to when he first fought Vegeta. Trunks's power up isn't astronomical as it is made to be sound, but the entire concept of "transformation" is the crap here, though it's an exclusive form to Trunks alone, so it isn't as bullshit as it is made to be.
