Why Didn't' They Put A Gravity Room In The ROSAT, Or Bring In Whis' Suits With Them?

They could just take a capsule of Dr. Brief's machine, that can go up to 300x Earth's gravity(or 460x in anime filler), and train to 3,000x Earth's gravity. Had they done that: the battles against Cell, Boo, and other villains introduced in DB Super would've been easy pickings in comparison. Also, why didn't Goku & Vegeta take Whis' suits with them into the ROSAT when training for the U6 tournament, Black & Zamasu, or the ToP? Why not stack challenges on top of one another to push themselves to greater heights?

Because as Whis said to Vegeta, simply pushing yourself harder isn't the key to good training. If it was, Vegeta and Trunks would've been stronger than Goku and Gohan during the Cell Games because they went in the chamber twice.

The majority of strength gains in the series says otherwise.
Vegeta & Trunks' example can easily be explained as training alone from one another in an environment that they've already gotten use to. Had they trained together then they could've easily overcome Goku & Gohan. It also seems that Vegeta was too stubborn to outright copy Goku's method, and Trunks didn't want to outdo his father so he didn't copy Goku's method either. It looks like all they did was just train to use normal SSJ again rather than rely on the grade forms, but they didn't seem to quite master SSJ like Goku & Gohan did.

Whis's suits were punishment for Gokou and Vegeta, not for them to use. They also server a purpose for Chanpa to see how sluggish they were while in the suits. These leads to Champa not getting warriors strong enough for Gokou and Vegeta for the competition.
