Are Boo and Cell arc badly written stories in general?

The Buu arc is wayyyyy better than the Androids and Cell arcs.

They both have their flaws, but they’re not poorly written by any means. The Cell arc has a problem settling on an antagonist and the Boo arc has a problem settling on a protagonist, but they both do a good job at advancing the series’ arcs and themes in a satisfying manner. The Boo arc especially feels like the most appropriate ending Toriyama could have given Dragon Ball.

How is it necessarily bad that the antagonist changed during the arc?
