#16 didn't exactly hold him down, Cell didn't even try to defend himself. Once he actually wanted to broke free, he easily did so.

16 was intending to sacrifice himself, so he probably concentrated all of his remaining power at once, which was enough to restrain Cell for a short period of time.

the diffrence in their power is enough that cell only had to raise his ki to send 16 flying.

but being cought in a hold off guard doesnt change the fact that after the second you realise you are cought you can raise your ki to easiely break out.
i mean 16 didnt actualy do something that stops cell from using ki.

16 likely sacrificed the infinite power reactor & stability of his body to hold Cell in place, and then attempt to self-destruct. He was fully intending to die from his act so its not surprising that he would suddenly find himself too weak to hold Cell anymore after his plan failed, and it makes sense why his body just flew apart into pieces from a mere Ki blast from Cell.
