What is the Soul Cleanser/Stardust Breaker from Movie#12 Fusion Reborn?

[/codeI watched a bit of Movie #12 Fusion Reborn but I didn't get to finish it.

But I thought this would be an interesting discussion.

What is the Soul Cleanser? Where did it come from? What are it's powers?

The only time that it is seen is in movie 12 and used by Gogeta.

As I was typing this, a thought occurred to me:
In DBGT, SS4 Gogeta was able to purify the Negative Energy Bomb after kicking it, which is why it turned blue.
Maybe the concept came from this moment in movie 12 when Gogeta created the Stardust Breaker?
If that is the case, then it is just a concentrated form of purified energy that can dissipate negative energy.
What was Janemba mostly? A concentrated form of negative energy.
