kale doesn't have any kind of oozaru power in either version and broly's a special case. The whole u6 > u7 saiyans thing can't be applied to him. Like the movie and promo material said, he personifies the evolution during battle trait of saiyans to the max, beyond anyone ever

Indeed. I could live with the Ikari being a part of the Super Saiyan Broly Full Power if they didn't label the baseline version as a hybrid form which it clearly is not.

I would say Broly and Kale are different because Broly grew up in harsh conditions, while Kale had Caulifla to assist her.

Both Broly and Kale have the common point of being very repressed persons in life, bottling up their feelings inside to play nice and obedient at all times, which might play a role in giving them their explosive bursts of rage with their Super Saiyan Full Power forms.

Rage and wildness play a significant role in the various ways a Saiyan can transform, and Broly and Kale's ways of having spent their lives repressing their feelings as much as they could might play role in the fact of developing their unique form of Super Saiyan rather than the classic ones.

Of course, it could also be simple genetic exceptions, explaining that awesome potential from birth from the get-go.
But I can't help but notice how their extremely repressed temper might play a role in developing a form that lets you express uncontrolably all of your repressed rage rather than more tempered Super Saiyan forms.
Saiyan bodies adapt to the needs, and the rare pure Saiyans who keep their agressivity bottled up to constantly stay quiet in their little corner and gently obey every order as a way of life could have the body and mind develop Super Saiyan Full Power to release it all as a result.

You know, it's a bit considered common knowledge the extremely quiet persons are the ones that will explode the most violently if they explode someday. It could apply in that way to the Saiyans given how rage and wilderness have drastic effects on their body and transformations.
