Well other stuff like Lord of the Rings, Alice in Wonderland, Dracula, and other series never had a official canon but fans go with the original source material as canon since it came out first and adaptations don't often have their original creators be apart of their work. Which is why you never see people say that the Nartuo anime or The Hammer Dracula films are canon to their original source material. Someone will use Star Wars or Marvel but those run by a company and their original creators let the company do whatever they want with those two. Dragon Ball has ended over 15 years ago and it has not been on going since 1997 when GT ended.
If Toriyama is part of the writing then I can view it as apart of the manga unless stuff from the anime filler like Hell or Tsufuru-jin is added into the film. Sorry for bring this up but I wanted to point that out!
