Broli is the Super Saiyan of legend.
Is there any form of explanation or something said about what they were thinking when they decided to do this? Broli is a tired subject, but there still isn't anything official, is there? Just "Broli is the true Super Saiyan of legend" and that's it, but why? Did they really just leave it at that? They just thought of changing the most significant thing in DB about Goku and on top they didn't even come up with a good reason? I do see people subscribing to theories about how the whole thing works, but is anything official in all of this?

Not that I know of, but I don't know much about this kind of stuff to begin with....
But I wouldn't say that being a Super Saiyan is the most significant thing about Goku.

Judging by DBZ Movie #7, they'd pretty much run out of ideas for villains, so they just recycled the concept of the Legendary Super Saiyan. After all, if you're going to make a Saiyan villain fight against Super Saiyans, the logical way to make him seem even more impressive is to make him a Legendary Super Saiyan, right?

Isn't the legend of the super saiyan something like him being a blood thirsty killing machine that no one can control or something? Broly falls into that catagory I'd think. his strength and attitude just resembles that of an old story.

If you count the Episode of Bardock or Vegeta's SSJ Legend story, that'll place a dispute between the two. The true LSSJ concept was the SSJ4 introduced in GT that the form is the true form of the LSSJ spoken by Vegeta as mentioned above. Second scenario involved Bardock's "SSJ Transformation" on Plant when he blasted back 1000 years by Freeza and later fought Chilled. The mystery of the LSSJ concept continues my friend.
