Dudes... he's a freaking insect. His whole genetic make-up is a shuffle up of various others, just because the genetic information of the ozaru transformation is somewhere in there, doesn't mind he can actually access it, he's lucky he can access Super Saiyan like transformations. He sure can't transform like Freeza, all his transformations mirror those of locusts or cicadas. He's an insect, he's shelled, which in turn means he doesn't even have bones, has we seen every time some part of him was ripped off. I'm sorry, I just can't see Cell breaking his shell and growing the size of a freaking building.

When I first watched the Cell Games on Cartoon Network, I actually thought Cell was going to turn into an Oozaru as a massive surprise.

He needs a certain tail to take in the Blutz waves to activate his Oozaru transformation. I doubt his tail(with it being used specifically for absorption) has that ability. So the answer would probably be no. Although with saiyan DNA, he definitely does have the means to go Oozaru.

Here's a thought: could Cell use his Namek regenerative traits and Saiyan DNA to simply grow a Saiyan tail if he wanted to?

Cell can't turn Oozaru because he doesn't have the right type tail, and there's no indication that Cell can change the composition of his physical body to accommodate certain abilities.
Even pure Saiyans can't go Oozaru if they don't have a tail (unless you're Vegeta in GT, which doesn't make sense)
