Arale and co.’s bigheaded school teacher, he has somewhat harsh views on student discipline, and head-butts his students when they act up. He appears very briefly in Dragon Ball, just long enough to give the V-sign in the background.

An alien invader that got stuck on Earth due to Arale, and spends the better part of Dr. Slump trying to return to his home planet. He’s basically the Pilaf of outer space. He eventually does manage to return home, making his brief appearance in Dragon Ball somewhat of an anomaly.

The star of Akira Toriyama’s first big hit, Dr. Slump, she’s an absurdly powerful and rather demented robot girl created by Senbe. She loves monsters, poop, and wrestling above all else. When Goku comes to Penguin Village, she helps him out by sending General Blue flying.

An angel sent by God (as depicted in Dr. Slump) to Earth in prehistoric times in order to keep the planet’s technological progress in check. Arale and co. find his egg while time travelling and take it into the present, thwarting this divine plan. Once hatched, he becomes one of Arale’s best friends, and eventually splits into two. He is almost always called “Gacchan”, a combination of his name and the honorific chan.

Arale’s former teacher, she married Senbe after he accidentally proposed to her (she was on the toilet at the time). She has a son named Turbo, and now teaches kindergarten. Like many of the Dr. Slump characters, she does little in Dragon Ball besides show up.

The titular doctor from Akira Toriyama’s first big hit, Dr. Slump (“slump” referring to his streak of lousy inventions). A self-described genius inventor, he devotes his brilliant mind largely towards coming up with new ways to peep at women. He is married to Midori, Arale’s former teacher, and has a infant son named Turbo. In Dragon Ball, he does little beyond noting that it’s the first time in years that he’s appeared in Weekly Shōnen Jump.

Senbe and Midori’s son. He was once an ordinary baby, but was accidentally struck dead by a UFO. The aliens managed to revive him, but their strange technology ended up giving him super-genius level intellect as a result. While still just a baby, he can talk and use psychic powers, and is already a better inventor than Senbe. He creates a new Dragon Radar for Goku instantly out of plane parts.

A robot created by Senbe’s rival, the evil Dr. Mashirito, based on Arale’s design. He has all of her powers, but is her opposite in most other ways, being extremely prim and proper. Originally created to destroy Senbe and co., he instead befriends them and falls in love with Arale. He has several pet cats, which he mentions during his brief appearance in Dragon Ball.

An annoying little girl from Penguin Village, she makes a big fuss about being much more hip and fashionable than anyone else in town. She appears in Dragon Ball to complain about what rubes everyone is, then moves on her merry way.

The elder son of the Soramame family, and one of Arale’s friends. Originally a young hoodlum, he joins the Penguin Village police after graduating high school. He dates Tsururin, and they are seen together during their brief appearance in Dragon Ball. The two eventually marry.

A champion of justice from an alien world, he fights for truth, justice, and lemons. Unfortunately his definitions of “truth” and “justice” leave something to be desired, and he spends most of his time harassing people with his ego-driven attempts to appear heroic. When General Blue comes to Penguin Village, he tries to bring the villain to justice, but gives up pretty quickly when he sees Blue’s strength, and helpfully loans Blue his car.

The younger child of the Tsun family, he comes from China (or what passes for it in the Dragon World). He and his family speak in both broken Japanese and fake Chinese. For no given reason, he transforms into a humanoid tiger whenever touched by a woman. He’s friends with Arale, and Obotchaman sees him as a romantic rival. Skilled in kung-fu, he is actually even stronger than Arale when he gets angry.

The father of the Tsun family, he’s an inventor from China. He tries to fly to the moon on a rocket ship of his own design, but it crashes in Penguin Village, where they take up living. He’s about as perverted as Senbe, and the two become fast friends.
