I dont think its the same technique. Cells buff form is a mirror of SSJ Grade 3, the form Trunks used unsuccessfully on Cell after Vegeta was unconscious. In terms of manga continuity, Jiren's power(as of the ToP) is no longer all that relevant.

He has been surpassed by: Broly(presumably?), Moro, Goku, Vegeta, Granolah, Gas, Freeza... And I would assume Cell Max/Beast Gohan as well.
