It's actually the anime comic for the Goku Jr GT TV Special, which aired between the Baby and Super 17 arcs, that implies that Super Vegetto may be as strong as, or possibly even stronger, than SSJ4 Goku. Emphasis on " implies ". Are you implying...that people can think differently? Blasp...

I don't really see how one could make a battle powers list for early Dragon Ball without going into decimals. I honestly think Toriyama really goofed up with having beginning-of-Z Goku and Piccolo at around 400, but that's just me I suppose.
