the way I see it, Goku in RoF mastered SSG, that's why doesn't transform. He doesn't need to look different to use the power of Godly ki-- even ssg looked like his base form. So when he becomes a Super Saiyan god ss, that allows his body to absorb even more godly ki from whatever realm it came from....
